This paper based on the work of the various Infrastructure Working Groups of the Academy and Tim’s own considerable experience of managing major infrastructural projects highlighted a number of issues:

• The bad history internationally and in Ireland of major cost overruns and failure to achieve targets.
• The underlying reasons for these sub-optimal outcomes.
• The processes required to manage infrastructural projects efficiently.
• The general priorities in terms of critical infrastructure in Ireland looking 20 years ahead.
