In its most recent paper, ‘Delivering Major Capital Projects’, the Irish Academy of Engineering (IAE) has highlighted that Ireland’s National Development Plan (2018–2027) will struggle to deliver effectively without lessons being learned from the successes and failures of previous major public infrastructure projects.
In the paper, the Academy recognises that across all developed economies, investment in public infrastructure is a proven and economically effective way of providing stimulus to the economy.
While supporting the objectives of the National Development Plan, the Academy’s paper also highlights why programmes and major projects frequently fail to meet their initially approved budget or timescales. The Academy says that repeating these shortcomings could inevitably result in much higher costs and significant delays in project completions.
The paper, complied by the Infrastructure standing committee of the Academy, provides key practical guidance on how the planning, budgeting and resourcing of public infrastructure projects might be best undertaken.
